The Senior Contracts Manager position is responsible for complex and strategic business negotiations and the resolution of contract issues requiring high level skills and seasoned business experience.  This position negotiates and administers contracts and subcontracts for various company subsidiaries having contracts in Singapore and in the Asia region

Responsibilities

Work independently and manage all aspects of the commercial contracting lifecycle to meet business objectives ensuring compliance with applicable laws, regulations and contractual terms and conditions

Actively contribute to the overall business planning, strategies and procedures of the subsidiaries

Ensure sub-contractors and major suppliers deliver in accordance with terms and conditions

Ensure Company fulfils all its contractual obligations and exercises all agreed rights

Interface with Executive Level, Business Development, Program Management, Engineering, Business Unit Management and Cost Estimating personnel in formulating, preparing, advising on and undertaking Customer proposals (tenders and quotations)

Responsible for the appropriate execution of contracts with government and non-government customers

Monitor, track and report on all major contractual commitments between Company and its customers in Singapore and where necessary across Asia 

Draft Contracts/Agreements and be responsible for contract administration

Draft, negotiate, and manage key subcontracts with local and foreign subcontractors in support of Prime Customer contracts

Assist in managing and resolving supplier/vendor performance issues and disputes

Oversee and coordinate compliance with International Industrial Participation Requirements for assigned contracts

Prepare and manage executed NDAs, subcontracts, customer contracts, license agreements and other agreements

Maintain positive relationships with customers, professional advisors, partners and suppliers

Responsible to assist the Global Trade Compliance office in ensuring compliance with export rules and regulations and attain necessary U.S. export licenses in line with Company’s Export Compliance Manual 

Periodically review and manage updates to all company business processes and train staff in changes

Ensure appropriate records are maintained and status reports prepared

Support internal corporate audits and external audits (financial and contractual) 

Review and authorise quotations and tender responses to customers as per delegations

Manage contract billings and monitor customer payments for reporting to senior management

Assist in ensuring compliance with US, Singaporean and other foreign statutes and regulations relevant to Company subsidiaries, particularly Foreign Corrupt Practices Act (FCPA) and foreign government statutes and regulations as they apply to Company’s contracts and subcontracts

Supervise the sales order process and ensure authorization of sales orders

Requirements

Bachelor’s degree in business, law, economics or accounting, plus 7-10 years of experience in contracts/subcontracts 

Experience in international negotiations and contracts/subcontracts

Ability to work independently and make strategically important decisions within a fast pace environment

Advanced analytical skills in order to organise, plan and execute contracts, agreements and strategic purchase orders 

Advanced interpersonal skills in order to interact in extremely delicate, sensitive and/or complex situations

Must be able to travel domestically and internationally.

Well developed communication skills both verbal and written

An ability to maintain composure in difficult situations

Excellent problem solving and decision making skills  in a fast paced environment;

Technical / Professional knowledge & skills in both technical and areas of expertise.

Outstanding Planning and Organisational skills

An ability to prioritise work and work to tight deadlines 

Good to have

An ability to work under limited supervision and direction and regularly exercise discretionary and substantial decision-making authority

An ability to work across multiple stakeholders and business partners with senior management across multiple company lines of business

Experience in construction contracting is a plus
